is it possible to set the bandwidth or even better the frame rate to a maximum? I want to have a live picture but need to reduce the network traffic load. 1 picture per 3 seconds would be great.

This can be adjusted in the client side script (considering you display this on a custom page on your website) by modifying the interval defined in setTimeout between 2 requests.
