So the only way i can play the recordings is from the folder on the PC that is running the server. Web browser or ios does not work either. or the windows program. Tried to access from a different pc does not seem to work either
Running windows 10
Codec: H264 - MPEG-4 AVC (part 10) (avc1)
Decoded format: Planar 4:2:0 YUV
What more info do you need?

Well, obviously something is fundamentally wrong here. Did you really just install NCS and running is with all defaults? Before we do anything I would like you to make a clean installation.
-run the installation program and use remove.
-delete all in C:\ProgramData\Moonware\Netcam Studio\Server
-if you have a lot of files in the Library that you want to save you can leave them there
-delete all in C:\Program Files\Netcam Studio - 64-bit
-install NCS again.
Same problem?
