No. That is configured in Windows OS.

For the computer running Netcam Studio. Search for enable tls1.3 in the OS you use and you have how to do that in the Registry.

for those how are intrested in the topic, i use IIS Crypto to steup server only with tls1.2 because win2019 server did not support tls 1.3

According to sources support for TLS 1.3 was included with Windows Server 2019 Build 18362 (1903) and Windows 10 Build 18362 (1903).
