Hi,
CRF = Constant Rate Factor is a quality setting for the h264 encoder. A lower value result in a better quality, but a larger file size. Higher values mean more compression, but at some point you will notice a quality degradation. If you search the Internet there are much more information about this.
Both parameters CRF and Preset will affect the CPU load a lot. Just experiment and learn.
